The first known flag was carried by Count William of Luxembourg in 1123. It was barred, i.e.horizontally striped, probably yellow and red. It is undoubted that since the Middle Ages the three colours red, white and blue were used as seal ligature by the States, which were taken from the colours of the coat of arms. The three-colored horizontal design was fixed on June 12, 1845. It took until June 23, 1972 before a law was passed regulating the flag of Luxembourg. The same law also prescribed ensign and roundel for aircraft and ships registered in Luxembourg. As the flags of Luxembourg and the Netherlands are very similar both in design and colors, a pragmatic solution was adopted to tell them apart: the Dutch blue is ultramarine and the Grand Duchy's blue is sky blue.

Difference between Luxembourg and Netherlands flags
The flags of Luxembourg and the Netherlands are very similar, both in design and colors, with a minor difference: the blue on the Netherlands flag is ultramarine while the blue on the Luxembourg flag is sky blue. The resemblance is coincidental as both flags were developed independently. Recently, there is a growing popular movement to replace the current red-white-blue Luxembourg national flag with the red lion ensign as the current flag was commonly confused with that of the Netherlands. The red lion flag is getting more popular as it is more aesthetic and of greater historic value. On October 24, 2006, a local initiative called Initiativ Roude Léiw ("Red Lion Initiative") held a press conference explaining their intention to support these initiatives.
